Measures to Prevent the Infectious Spread of Novel Coronavirus (Part 3)

As reported in the news, the novel coronavirus (COVID-19) associated with pneumonia that began in Wuhan City, Hubei Province, China, is currently spreading. 
To prevent the spread of infection, students, faculty, and staff members are requested to respond as follows.
The following is the current response, and may change depending on future changes in the situation.

1. From February 1, 2020, the novel coronavirus has been labeled as a designated infectious disease. Those diagnosed with the infectious disease or diagnosed to be suspected to have the infection will be suspended from attending classes and/or work (“Work Ban”) until they have recovered. Please follow the instructions below in order to thoroughly carry out infectious disease control within the university.

2. Cancel Shimane University faculty, staff and student travel to Hubei Province and Wenzhou City, Zhejiang Province, China (including private travel). Refrain from unnecessary non-urgent travel to all parts of China, even outside Hubei Province and Wenzhou City, Zhejiang Province (including Hong Kong), to Daegu Metropolitan City, Cheongdo-gun and Gyeongsangbuk-do in South Korea, and Iran.

3. For students, faculty, and staff members returning to Japan from China, Daegu Metropolitan City, Cheongdo-gun and Gyeongsangbuk-do in South Korea, and Iran, or if you are a person how has had close contact with above student, faculty, or staff member, the rules for staying at home and not attending classes (“Work Ban”) can be found below.

4. For students, faculty and staff who have entered Japan from China, Daegu Metropolitan City, Cheongdo-gun and Gyeongsangbuk-do in South Korea, and Iran, and persons who have come into close contact with above person, please contact the relevant department by phone or e-mail based on the flowchart titled "Students, Faculty and Staff who have Entered Japan from China, Daegu Metropolitan City, Cheongdo-gun and Gyeongsangbuk-do in South Korea, and Iran, and Persons who have Come into Close Contact with Above Person Ver. 3.0 (2020.2.27)". The personal information collected by the relevant department will only be used for infectious disease prevention measures. Information may be provided at the request of public authorities such as health centers, but no information will be released for any other purpose without the individual's consent.

5. For students, faculty, and staff members returning to Japan from China, Hubei or Zhejiang (including those who have stayed in Hubei or Zhejiang), declare this fact and follow the instructions to airport quarantine officers.

6. If you have a fever or respiratory symptoms within two weeks of entering Japan from China, Daegu Metropolitan City, Cheongdo-gun and Gyeongsangbuk-do in South Korea, or Iran, contact the Consultation Center and receive a medical examination at the specified medical institution.

At your healthcare facility, if you are diagnosed with the coronavirus or are suspected of having contracted the virus, call or email the Health Service Center on your campus. After having recovered, please report this to the Health Services Center again.

7. Even if you have no symptoms within 2 weeks after returning to Japan, keep a close eye on your health while recording your body temperature and symptoms on the Self-Health Checklist. During the 2 weeks, please refrain from going out and stay at home. If symptoms do not appear after 2 weeks, please contact the Health Service Center at your campus by telephone or e-mail. After reporting this to the Health Service Center, the follow-up period is over.

8. If you have a fever and/or respiratory symptoms while at staying at home, follow the instructions in Number 6, contact the Returnee and Close Contact Consultation Center and undergo a doctor consultation at the specified medical institution. Also, follow the instructions in the flowchart (PDF, 680KB).

9. Even if you have not traveled to an infected area, those who fall under the following conditions should contact the Consultation Center based on the flowchart titled Consultation and Medical Consultations Regarding Novel Coronavirus (2020.2.27), and consult the specified medical institution.


?Cold symptoms and/or a fever of 37.5℃ for 4 days continuously.
?Strong drowsiness (malaise) or difficulty breathing (dyspnea).
 

The following people are more likely to become seriously ill. If you are one of the following, please follow the procedure if conditions persist for two days:

?Senior citizens
?Pregnant women

?Patients with diabetes, heart failure, respiratory disease or who are on dialysis

?Those who use immunosuppressant or anticancer drugs

10. Even if you have never traveled to an infected area, as in the case of influenza prevention, you should maintain good physical condition with adequate sleep and nutrition, follow coughing etiquette and wash your hands frequently with soap to prevent infection. If you are concerned about your physical condition, please consult your campus’ Health Service Center.

Please check the information you need, and be cautious to calmly deal with unnecessary anxiety and confusion caused by questionable information.

12. Definition of terms below

What is "close contact"?
?Living with or spending long periods of time with someone suspected of contracting the novel coronavirus (includes being in a car together or on the same flight).
?Medical examination, care or nursing care of patient suspected of contracting the novel coronavirus who is not following appropriate infection protection.
?High probablility of having directly come into contact with contaminants such as respiratory secretions and bodily fluidsof a person suspected of contracting the novel coronavirus.
